depends on the helicopter and the skills of the pilot/crew etc. JSDAF or Army or Navy helicopters could easily do it. but getting them to cooperate like that with a 'suspected situation' just from one police inspector's phone call wouldn't be easy. there would be a mile or so of red tape to work through and i bet a few Cabinet Ministers would have to get involved.
